Administrative sanctions imposed by the administration against those who violate the administrative order, which are decided and implemented in accordance with administrative procedures without the intervention of a judicial decision, have been gaining increasing importance day by day. This is due to the transformation of certain acts of a criminal nature into administrative infringements and the regulation of various fields-primarily those related to the economic order-through administrative infringements and sanctions. Administrative sanctions, to which individuals are exposed in every sphere of life, must certainly be applied with due regard to certain rules and principles. Within this framework, the first chapter of this study explains the concepts of sanctions and administrative sanctions, identifies the characteristics of administrative sanctions, and classifies them; the second chapter addresses the rules and principles to be applied in administrative sanctions.
