This paper focuses on the recent history of the Arctic Council in the context of the ongoing geopolitical shifts, with the view of tackling a set of interrelated questions, and bring them into an open conversation: the philosophy of conflict of the so-called “Italian theory” with its attendant problematization of the western liberal view that conflict must be neutralized; the footnote in the Ottawa Declaration relating to military security matters in the scope of operation of the Arctic Council; the realist consideration that Arctic exceptionalism was never exceptional; how future scenarios might require that the Arctic Council shall deal directly with security concerns; and the potential need of its “opening up” in terms of its modalities of operation and constituent structure, if it is to remain the pivot of Arctic cooperation
