Artificial intelligence (AI) agents have the potential to transform civil registration and migration management, with huge implications for stateless people, migrants, and refugees. Non-agentic AI can already rapidly process large amounts of data and automate decision making. This comment will look specifically at AI agents, a potentially revolutionary development that may further automate, integrate, and decentralize civil registration and global migration management. Given that the use of AI, including AI agents, in civil registration and migration management is arguably under-regulated, this comment will examine the pros and cons of the use of AI agents in civil registration and migration management, with an eye towards future regulation.
