This is a foreword to a major book on the issue of monism and pluralism in the relationship between international and municipal law. The foreword argues that these concepts are important as a scholarly structural analysis of the relationship of normative orders. It does, however, make the case (1) that to see Kelsen as radical monist is too rigid a reading and (2) that the structural analysis of law as one or several legal orders is of little import where it counts: for domestic transformation of international law and in its internal workings.
